Ok i know the BARE basics of HTML.
for exmaple, <a href="blah">etc</a> and <br>, <h1>, you know, the basics you need to write a typed page. Oh, and im also pretty good at CSS.
Can anybody point me in the direction of some good tutorials for either coding proboards forums, or making graphical web 2.0 websites with html and javascript (javascript aint a problem i can program java XD).

Doubt that you would find any tutorials dedicated to just proboards coding aside from the few at PB Support. I wouldn't really bother dedicating yourself to proboards coding either.
Head over to w3schools for some good all round coding tutorials though.

Learning to code for Proboards and learning to code websites is completely different, even though they use the same languages. If you want to learn to code, don't focus on proboards. My suggestion would be to just start making a site. Think of a feature you want, and figure out how to do it.

Just something else i wanted to add to the comment Yilduz made. The reason it is different is due to the fact that proboards is a software that has already been created, so really we aren't actually coding, it is more-so editing/manipulating the already made code. Once you learn coding normally you can easily pick up on how to work proboards coding.

Normal coding is ten times easier than PB coding, so I agree that you should try learn that first, then maybe learn to code for PB as a side project.

Make a site to show off your art, maybe write your own blog code, whatever else you can think of. Just make a new page and start coding. If you think of a new feature, start coding. It'll be unprofessional as hell, but just make it your personal site.

if i wanted a profession site id practice coding for at least 6 months so i know how to use it professionally... but a working portfolio is a nice way to start, you know just to show my friends and mess around
