Say if you wanted to make a tut on something u learned from another tut, is that stealing? cuz ppl always put out tuts and say dont repost.... does it just mean their exact tut?

Yeh it means their exact tut. Because if you write it it will be your own interpretation. As long as it anything near word for word with the same images etc its fine

So that's how it works. I was always confused about the remaking of tuts, etc. and if it was ripping or not.

If you recreate a tutorial that is fine.
Say you used a tutorial to make something, but along the way you added your own effects and little modifications, then you have the right to create a tutorial for it. But in saying that if your tutorial is based around someones it is always nice to give them a bit of rep as well.
