Nice, I think it'd look better if the rain had some splashes, but that makes it a lot harder.

Yeah, i may expand on adding something to do that, but the basics of adding the rain is alright. Alternatively to make it look a bit more splashy you can add a slight Gaussian blur to the rain.

Pen tool to make the little splashes on the water and top of buildings. Or you could go the quick way, make a few small quick shapes and just Gaussian blur them, lower the opacity and place them where you want splashes.

Pretty decent effect, definitely adds a gloominess to a photo.. although the rain is a bit over-scaled.

Thanks Sunjo. Yeah it looks a bit over-scaled in the sky but further down it is fine. Either way it is still a quick and easy effect to accomplish.
